Woocommerce extentsion issue

when on WordPress > Woocommerce > extensions > woocommerce.com subscriptions

I’m a bit unclear as to why it says it’s inactive and “Subscription: Using 0 of 1 sites available”

when I go to my plugins it says that “woocommerce square” is active

when I click download it installs a zip file to my PC, what am I missing/ what is needed to be done to complete the payment gateway
