WooCommerce disables webhooks

You could override that with a filter – either be *always* returning it as enabled OR adjusting the number of retries. I have added this code in my function.php

add_filter( 'woocommerce_max_webhook_delivery_failures', 'overrule_webhook_disable_limit' );
function overrule_webhook_disable_limit( $number ) {
    return 99;
}
