Woocommerce coupon limit issue

I have previously raised this concern here:

However, there has been no answer. Hence, raising it here again.

The problem happens with coupons having per user limit. I have a coupon with a limit of 2 per user. Here are the steps that I followed (Tried this on a local website with just Woocommerce and Storefrontusing and Paypal as the payment method):

1. Go to checkout
2. Apply the coupon > Proceed to Paypal.
3. Get redirected to Paypal’s page. Hit back.
4. I do this a couple of times and on the third attempt I receive the error that the coupon’s limit has reached (if I have a limit of 2 per user).
