WooCommerce Checkout billing address fields

I use the WooCommerce Checkout and see the options for fill in other shipping address is standard checked. Can this be unchecked as standard.

Or maybe the fields filled in at the top will be automatic filled in at the bottom.
I see many errors because customers dont read well and forget to fill in the rest or make mistakes when they fill in a second time.
