WooCommerce Checkout Bad Cache cURL Timeout Error

I’ve been getting an occasional cURL timeout error upon users checking out of my WooCommerce store. I am trying to figure out if the issue is caused by my server being unresponsive/slow or if it’s due to the Stop Spammers database being unresponsive/unavailable. Has anyone else experienced this issue?
Error in Stop Spammers log:
ERR: cURL error 28: Operation timed out after 10001 milliseconds with 0 bytes received
