WooCommerce – Calculating incorrect tax rates

I have setup sites using WooCommerce before, and I know how to configure taxes.

My Taxes rates are setup, and taxes are working in that they are display a tax on checkout…but the total tax is not correct

EG a $20 should have 13% tax applied to it (the standard rate) which would be $2.60. But I am getting $1.42 on checkout.

I do have other tax rates setup in a table for the ‘standard’ rate, but none of them could even calculate that total of $1.42 that is showing up on a $20 product. It seems to be getting that rate out of thin air.

The rates are configured properly, the products have the standard tax rate selected.

Does anyone have any suggestions to fix this odd problem?
