WooCommerce automatic tax feature for other countries not working

Hi,

My shop is California based and we are selling to all the countries. So for tax related things we are using the WooCommerce Tax plugin. The WooCommerce Tax plugin mentioned it has auto tax features for selected countries which they mentioned in their documentation. But the issue which we are facing is it is not able to add or calculating the tax while checkout and the address which we add is from the list of countries which WooCommerce Tax plugin has mentioned. We also deactivated the theme and tasted in default WP theme but then also issue was happening. I am mentioning my site details below.

WP version: 6.6.1
WooCommerce verison: 9.2.3
WooCommerce Tax plugin version: 2.8.1
PHP version: 8.2.19
