Woocommerce Automated Taxes Problem

I am setting up a store for my client and need help, I’m like pulling my hair out over here! First I want to set up taxes for the store and was going to use the automated taxes options, provided by Woocommerce services by enabling it through jetpack. I did that and it’s fine BUT when I go to the option to set where it “Calculates Tax Based On” -either customer shipping, customer billing or store origin IT greys out on customer shipping address. Not only that but every other option I choose freezes and greys out. I live in Chicago, IL which is an origin-based state for taxes…so I don’t think basing it on where the Customers shipping is correct!?! I also watched tutorials and in all, I saw no one else was having a problem changing this info when the Automated Taxes was enabled.
I also am wondering do I need to set up any tax rate of 7.25% (store tax rate) for all of IL or is that supposed to be automatically handled? And what is the deal off for some reason someone buys something out of state?! what gets charged then? I don’t trust this plugin, can someone let me know if this is how it is supposed to work?
