The most recent API is located at: /wp-json/wc/v3 so for example: https://your-STORE-URL/wp-json/wc/v3.

So do I need to give him the URL with my store URL in it then /wp-json……..

Or is there a lot more coding which is required hence the link to the docs?

That depends on what they need to do with the API ;). If it is “only” authenticating then this Getting Started guide should do: https://github.com/woocommerce/woocommerce/wiki/Getting-started-with-the-REST-API
