What are your settings under WordPress Admin > Appearance > Customize > WooCommerce > Product Catalog? Can you take a screenshot using https://snipboard.io?

I have change Shop page display setting was at Show categories then I change it into Show Products and pagination starts working on main shop page. Thank you for your reply and time.
