I see some additional plugins there that are related to checkout and payment gateways. Have you tried conflict testing by disabling all other plugins, except for WooCommerce and WooCommerce PayPal Checkout Gateway?

If that still doesn’t work, you may try activating a default theme to ensure there isn’t a conflict there either. I’d suggest temporarily activating Storefront.

Thanks for getting back to me. As I mentioned initially we tried disabling plugins and identified WooCommerce PayPal Checkout Payment Gateway as the culprit. If that plugin is disabled then the checkout form labels show correctly as required with an *. As soon as we enable that plugin it changes the label to (optional) although the field remains required.
