Won’t Publish – Warning prompt comes up twice

Hi,
I have a checklist with recommended options, tags and excerpts, and if they are not complete I get the warning dialog box, “Are you sure you want to publish anyway?”
I press Yes, then the box comes up again, “Are you sure you want to publish anyway?”
I press Yes again and then it spins as if something is happening, but the post is never published.
Works fine if I completed all recommended checklist items. Any suggests to possible issues or conflicts?

I am getting this issue as well, exactly as described in the OP.
The criteria not being met in my case is “Number of words in content” with a minimum limit of 300.
I have tried setting my role as one allowed to ignore the rule too.
Unless it is set to “Disabled”, two prompts then the spinner just sits there as the OP reports.
