Wondering what plugins you would need to achieve something like this

I was wondering what plugins or how I would go about creating something similar to this. I have heard about LMS, is that the way to go? I want to essentially display some text and a video one each ‘card’ and serve users random cards that are stored in a database. I’m relatively new to wordpress but have recently gotten quite comfortable with using Elementor although I am not entirely sure how this would work. Thank you for any help!
