Will this auto send every time I create a post?

Before I take a lot of time setting this up, I want to make sure that the ONLY time this is going to send an email is when I create the email newsletter and send it.
No auto emails to folks every time I create a post. Nothing goes out unless I crated it and click send. Is that what this does?
