    If the visitor already visited your website before, then they lost the internet, the will see your message, contact information, ….

    The scenario is:
    – User visited website
    – User HAS active internet connection
    – The website is down

    The answer for you question is “yes”. If your site down, and it’s the second,third, …. time that visitor visit your website, the visitor will see your messsage.
