Will Not Remove

So I’ve been having weird issues with Contact Form 7 using the Mailchimp integration plugin. So I decided to try removing CF7 and reinstalling. First I can’t deactivate it, just immediately reactivates itself. So then I went and deleted the files from the server. Refresh plugin page and it’s gone, refresh plugin page again and it’s back and even the files are back on the server what in the world???
