Wiki plugin needed (willing to pay)

Hi,

I’m looking to hire someone to create a plugin that will add wiki functionality to my site’s posts.

Specifically, I need the plugin to:

* Allow registered users the ability to edit any post that is not specifically locked by admin

* Allow the admin to lock specific posts from being edited by anyone other than the author and admin

* Store previous versions of every post (while registering username and IP of each editor), and allow users to revert the post to previous versions

* Have some sort of system for IP Banning/Moderation

My understanding is that the plugin Blicki may do some of these things, and I would be fine with a hack of that plugin to accomplish the above, or the development of a new plugin.
