Widgets do not moveon sidepanel

    I am running the Default Theme 2.7 and cannot get my widgets to move up or down once moved from the list to the side panel. When I click on a widget to edit it, it opens in almost a full frame “window” instead of opening right there on the side panel. Then, they just stay at the bottom! Categories are also a problem.
