widget logic

i am using the comicpress theme. the site is https://www.davidhuntsberger.com/2010site

the is_home() and is_page(‘blather’) tags for widget logic are not working. both of these pages are blog pages, and i adjusted the php a little bit to get them to display certain categories. now they will only show the widgets that don’t have a particular page tag. any ideas on how to fix that? the front page is not a static page. i tried is_front_page() and that didn’t work either. any help would be much appreciated.
