Widget Info Lost When Plugin Deactivated

When I disable all my plugins to troubleshoot an issue and reactivate the plugins, all my Ad Codes widgets disappear from the widget areas and I loose all the data within. I have to rebuild each Ad Code widget from scratch. This seems to happen to others as well. Is there anything I can do to fix or prevent this?
