Widget format is lost upon import

I can export and then import the widget data from one site to another. However the widget format is lost upon import.
This link shows the code generated. Please note that the widget data is identical in both sites. Also, i have used two different widget import/export plugins and both behave the same (all data is moved correctly but image widget output is different).
