Widget and general site problem

So i went on my clients site yesterday and found the widget area looking like this and the general admin panel not working correctly like my own WordPress installs. I have re-installed WordPress changed themes but i still seem to have the same problem. Here is a link to a snap of the widget area:

Also i contacted his hosting and said the site seemed to displaying the sidebar over the content but he said when he went on the site it looked normal and sent me a snapshot and it looked fine but to me it looks like the sidebar has shifted.

I have tried disabling all the plugins taken all the widgets off but i still see the same things. The admin panel on the left handside does not show a dropdown when hovered over it.

I do not know if the theme is broken as i have tried different themes or if my install is corrupted or if it has being hacked.

I have not come across this before and i have tried everything i know so anybody out there if you have any idea what the issue is or how to fix this issue would be greatly appreciated.
