Why using the same focus keyword is penalized?

    as the title says, why is the score penalized by using the same focus keyword.

    there are always and will be cases that the same focus keyword will be used
    for product brands for example and many other cases

    Whats the logic of penalizing/preventing the same focus keyword to be used across different posts?
