Why two comments forms showing?

    Hi, Have Twenty Two and just added a Comment Form to one page.

    While I am in Editor it shows as one Comment form, but when I view the page elsewhere there are 2 forms, one on top of the other.

    It seems when I am logged in as the Editor/Admin I only see one form, but when I log out, I see two forms.

    How can I just get the one please?
