Why not all pages not showing in parent section.?

Want to show like this… i tried default theme, new installation but facing same issue..

based on the image shared, I see that Jack page is not yet published. can you publish Jack page?

@contentiskey yes it was not published.. after publishing it shows up.
so their is no way to show that without publishing (or while in draft)..?!

I tested on one of my sites and found when page is in draft format it is not showing as available parent. Since it was similarly not working for you, I would agree that draft pages are not selectable as parent pages.
