Why no option for credit card

I have created 2 PayPal pay now buttons, but when using them one is showing the option to pay with credit cards and the other does not.
1.The first one is using the options in the settings, and the shortcode is just [wp_paypal_payment].
When clicking it, it calls PayPal and shows the choice to either pay with PayPal or pay with debit or credit card.
2.The other button is using the shortcode
[wp_paypal_payment_box email=”[email protected]” options=”fees:20.00″ reference=””], I assume the other options are taken from the settings.
This one calls PayPal and does NOT show the option for credit cards, instead there is a choice to pay with PayPal or “Create an Account”.

I need to be able to offer both options (PayPal or credit cards) with the second button.

Any help is appreciated.
