Why is the header image in the preview so much larger?

May be i’m an idiot, but the header image is supposed to be 1920 by 700 not 1920 by 100. Why is the full image not used? Can i make the header the full image? what am i missing? I would owe whoever can help me a beer. or whatever. please help?
