Why is Site Kit Not Being Recognized?

Every so often I receive an email that says <<We see that you haven’t fully optimized your account yet.>> It does not seem to recognize that I’ve already installed the Site Kit plugin on my website.
I’ve followed all instructions for its implementation. I’ve also just added both the Optimize and Tag Manager services in the Site Kit plugin, but have not connected them as I am not sure they are right for me.
Is there something I may not have done properly, or need to do further?
