Why is registrations disable

Go to SETTINGS Tab > GENERAL > Membership section and check Anyone can register.

It will enable the registration.

This is a default setting of WordPress. Registration has to be enabled from WordPress Settings > General tab.

I have enable it but the users are not registered. I can’t see them in back end either they receive registration mail.
