Why is my site looking different on a tablet?

One of the authors on my site is saying that on his phone the website looks different but on his tablet it shows all these pop-ups and he can’t do anything or see anything but the logo. I don’t have a tablet to test it out with. Could it be that he just needs to clear his cache?
