Why is my blog not showing any formatting?

I have WordPress installed on my local Windows PC, using “WAMP”. When I browse from my other machine, typing my PCs IP address, I get my HTML pages, but when I try to access the WordPress folder, I just get plain text with no styling.

Why does the blog not render on my other computer but on my PC it looks normal?
