why I can't add a new plugin

Hello, hh2015, & welcome to the WordPress support forum. Unfortunately, you don’t provide much information here, i.e., what sort of error message you’re getting when you try to add a plugin, etc. It’s also helpful to provide the link, just in case the source code helps. Lastly, is this a single install or a network/multisite installation, as that will make a difference.
