Why does Chrome use mp4 when default is set to flv?

I have the default set to video/flv and have uploaded an flv and mp4 of the same file so that idevices will use the right format, but Chrome decides to use the mp4 and then doesn’t work, just shows a black box. The default is set to flv so the flv should be used. It would be great to get help from the author of the plugin.
