Why do you disable purge if cache is disabled?

This plugin has caused me so much confusion. I guess it’s because I didn’t understand that CF doesn’t have a free option to not cache logged-in users if you use their Cache Everything option.
The “enable cache” on this plugin isn’t enabling CF cache. That’s already enabled. What it does is create a Cache Everything page rule.
So, my question is, why do you disable the purge button if you disable the Cache Everything rule? There is still CF cache that can be purged even without the Cache Everything rule, so why not allow it?
I know the main purpose of this plugin was supposed to be to allow use of the Cache Everything rule without having to pay for bypassing logged in users, but the plugin has a lot of other functionality besides that and seems like it should still let you purge CF cache even without the Cache Everything rule turned on.
