Why do I need to Authorize my twitter Account?

I’ve been through the threads here for twitter widget pro, and I’ve seen a lot of people saying they had problems authorizing, but I wondered if someone could kindly explain why this is now required with the update that occurred to the plugin.
Why do I need to create a developer application? Does this add some new feature that the earlier version of twitter widget pro didn’t have? Who is reading the description that I have to put on the application page? I get how it’s supposed to be done. I just don’t understand why. Why am I making a “publicly accessible home page, where users can go to download, make use of, or find out more information about [my] application.”
