The other place to access the fatal-error log would be from “WooCommerce > Status > Logs” page, but since you cannot get WooCommerce core to install, you wouldn’t be able to see that.
With that said, please review the “Error details” within the email you received. It would have sent to the administrator email of the site you are trying to install WooCommerce on.

That is really odd! However, can you please deactivate all plugins and temporarily switch the active theme to Storefront, and then try to install WooCommerce? Please let us know if that works.
