Why can’t I see admin page

2.1.3 version. I cannot see the admin page. I have 2 installs….one works fine. This other one is installed but when I attempt to go to the admin page, it displays a “page cannot display”. Then if I go back, it shows that I am logged in but when I try to go to admin or edit, it shows that screen again.

Anybody have a clue ?
