Why can’t I add some users to my blog?

I need to run a multi-poster blog (for a school). I had the students create their own accounts (blogs). When I try to add them to the main blog from the Authors & Users screen, some work, some don’t.

Is there a delay after they register before they can be added to other blogs? Other reasons?
