Why are some files legacy?

Hi, I have been fiddling with the settings and examining the cache contents, and I am stumped by what makes some files supercached, and some legacy? It seems as if any page that contains a query string is legacy cached, can you explain why that is? Is there a setting to make pages with query strings get supercached? Does it matter? (I understand legacy is slower?)
