Why are European countries missing province selector on the checkout page?

Hello,

I have a client who sells to Canada, France and Belgiun. On the checkout page, when Canada is selected, a list of provinces shows up. However, when either France or Belgium are selected, there is no province selector. When trying to make a purchase from a belgian credit card, the client gets an error saying province was missing. We are using Stripe for payments.

Is there a reason why province is missing for these countries or did I set something up wrong? I will also contact Stripe in case problem is coming from there.
