The plugin page shows “You can specify ranges using the following format: 123.23.34.[1-50]”

    MSN Bots https://myip.ms/info/bots/Google_Bing_Yahoo_Facebook_etc_Bot_IP_Addresses.html

But MSN has so many which I guess is different ranges
So what is the format to block each group/range
    65.52.104.0/24, 65.52.108.0/22, 65.55.24.0/24, for example

I see. You meant the page where you found the IP ranges of Bing wasn’t in a format that we were looking for. I was sure we didn’t make a mistake in the format in our help pages and plugin so I was confused. You need to translate those from CIDR to an IP range. Use this link to do that. For example
The first range in CIDR is 65.52.104.0/24
    First IP 65.52.104.0
    Last IP 65.52.104.255
The whitelist entry should be 65.52.104.[0-255]
