Which plugin to do this with WordPress

Hello,

I have a small project and I think I can do this with WordPress. But I don’t know how easy it is and if there are plugin(s) to do this.

Here my specifications:

– WordPress site
– The visitors can register to become members
– All the visitors can post picture one per one.
– All the posted pictures, sent by all the members are displayed, each as thumbnail in the same blog page. Like an new article in a blog.
– The picture blog page displays 12 thumbnails of the last 12 posted pictures.
– Beyong the following 12 thumbnails pictures are displayed in the following blog page.
– I would like each members can add “tags” to the pictures they post.
– Members can only post pictures into a formated blog page.

In a way, this is a picture blog web site, where all the members can post in the same common blog page.

How could you do this ?
