which file dictates smilies?

Is there a file that dictates smilies and the text to bring them up? aka the smile one by :). I’d like to add a few new ones but am not finding the page (I seem to remember with b2 it was in the b2.config file I believe or something like that).
Can anyone tell me where it is?
