Where users created under network belong?

  • Hi,

    I’m playing around with MU and noticed something. It seems like a super admin can create a user under Network Dashboard and the created user doesn’t belong to any sub-websites under the network. What’s the purpose of creating users here?? To create super admins?

    Also, can they be transferred (or assigned) to sub websites?
