Where to request for new plugin?

I am not sure which category this thread fit in and not sure where to request for new plugin? But I am very positive that this plugin I want doesn’t exist.. I have search for past 72 hours with no luck. I am even willing to hire someone to write this plugin for me IF the price is right…

I will be traveling on motorcycle and the goal is to show that you do not need to have enormous money in the bank to travel many countries. So I am hoping to develop a budget tracker and display it on front end where blogs are in “Shout Box” size. In the shout box it display one to multiple total expense with a link that will send to a page displaying in details how much was spent on what and where. I was hoping to share spending expenses on fuel, foods, lodging, maintenance, misc, etc.

Ideally, everything is customized because I am pretty sure that somebody out there may want to use the plugin for similar reason with different purpose. Could be a hobby project where shout box on front end is option.
