Where to edit background color options

    Twitter’s embed product supports a light or dark theme but does not support setting a custom background.

    Twitter embeds support setting a color hex value for a link or a border.

    but where is the “light” or “dark” value defined?

    You may select a light or dark theme in the Twitter plugin’s settings in your WordPress administrative interface.
    wp-admin/admin.php?page=twitter
