Where is the Search & Replace menu?

I installed the plugin on mu multisite and Network Activated it. I thought that the Search & Replace menu element should appear under Tools or Settings but it doesn’t show either on my admin site or any of my child sites. Is it an error on my site, or should it be found anywhere else? How can I access the plugin?
