Where is CSS loaded ?

    Did you try deactivating all plugins to see if any could be responsible?

    No I did not. I found the problem, I forgot I was using Cloudflare on this site and it was caching my files. I just went into my control panel and purged the Cloudfare cache and now it’s refreshed all the CSS files.

    Good to hear you found the problem, but for the future reference, style CSS files are loaded in functions.php.
