    Hi,
    my understanding is if i want to add Hebrew to a already installed English WordPress site, i need to add a languages folder under wp-content and add he_IL.po and he_IL.po files to that folder, then change the language settings to hebrew.
    where can i find the basic he_IL.pot file to generate the he_IL.po files from ?

    If you’re using WordPress 4.1, you can switch language at the bottom of Settings -> General in your blog’s Dashboard. No need to manually install a file.

    Hi James, this is not correct,
    when you install the default WordPress installation, “Languages” folder is missing and there are no .mo, .po files to be found.
    only when you create the “Languages” folder and add to it he_IL.po,he_IL.mo files then the Settings -> General language switch appears and allows to change between English and Hebrew

    Are you referring to WordPress 4.1? I have several sites that upgraded to 4.1, never had language options, but now they do. Also, I have a fresh installation of 4.1 with the language option. I never manually created a languages directory in either case.

    Also:

    Right now, WordPress 4.1 is already translated into over forty languages, with more always in progress. You can switch to any translation on the General Settings screen.

    And further:

    On the general-settings screen, 4.1 checks the filesystem to see if it is writable by normal means so it knows whether or not to display all available languages, which are now auto-installed/updated.

    So, perhaps your problem is that the directory is not writable by the server. Try setting the permissions of /wp-content/languages/ to 777.
