Where “Blocking Rule” written?

Hello. If I put IPs manually on Blocking Rule, where are they written? Is it on htaccess? If so, I don’t want to do it because I’m afraid it will make the htaccess file too big. I couldn’t find any information about this on your site. Thank you.
